It should be. It has two metering modes: evaluative and partial.
Having a look at the manual, I think the camera operates in evaluative mode by default, but the user can engage partial metering at the press of the dedicated button under the right thumb:
IDK whether this toggles the metering mode, or whether partial metering is only engaged as long as the button is pressed. If you give the manual a thorough read, you will likely find a hint somewhere about its operation.
Its explicitly labeled to be about partial metering mode. The button's function may change in accordance with the picture taking mode. Have you verified this?
The 'green' mode is the full-auto mode; it apparently doesn't work in that mode. I expect the partial metering to work in full manual ("M" on the mode dial) mode.
Does not work in manual mode means it does not work in manual mode (M on mode dial)
Holding this little button pressed in manual mode enables aperture setting.
It's quite silly to have selective mode not working in M mode. I would think you use the selective mode to measure different areas in your frame then coming up with a settings in between and set it in manual mode. Or you measure just one area but would place that to be brighter or darker than middle gray.

Ok, that sux and is a pretty unfortunate design decision.
Btw, the two-finger aperture control has always been the reason why I preferred cameras like the EOS50 and EOS30 with selection wheel on the back.
Maybe in eos10s it's better, in eos 5 is for sure. I hate analog eos cameras, it's ergonomics is a calamity. The only reason I got this one is that it takes unperforated films.
Every time I hold it in my hand it reminds me why I have chosen F90 in the 90'
