You certain that they are in the negative? Could be dirt in the calibration area of the (machine we cannot mention here). Flip negative in the holder and see if the lines stay in the same place of the (image system we are not to mention but is how we see most of what we see here)?

Include some info on what we are looking at- home developed? Printed? Sca..... oh geez, you know what I mean?
So after doing some research, it looks like its scanner banding...didnt even know that was a thing...seems like it tends to happen in areas that dont have much detail like the sky.

Typical scanner optical path needing a cleaning, sometimes they're color lines. Scan glass both sides, mirrors, lens front (flatbed). Dedicated film scanners may require disassembly of the sealed scan block. Do not remove the sensor as it will require the sensor to be aligned on reassembly unless all else fails to clear the lines.
