I put the lens on like normal and locked it. Took a frame then when I tired to advance it didn't. The lever doesn't go anywhere, didn't want to put force on it as its very smooth. It does however stick when pressed down then have to be push down for it to bounce back up again

I removed the lens via the small hole on the top right of it.

And it still doesn't advance.

Does it need a CLA or is there anyway I can quick fix it?

I'm not sure if it's the same issue, but on my RZ, there's a mirror lock up mode for long exposures. I first put the shutter release on the barrel of the lens. then push the shutter release button on the body which locks up the mirror, then I release the shutter with the cable release on the lens.

Make sure the revolving back is clicked into one of its two positions. ProS and ProSD bodies, at least (never seen a Pro) have an interlock that prevents operation if the revolving back is between positions.
