Mamiya RB67 Pro SD exposure, aperture and shutter

I recently purchased a Mamiya RB7 Pro SD with several lenses, I recently used the 180mm 4.5 lens outside on a pretty bright day. Al tough I changed my settings from f11/30 to f11/400 and f16/30 to f16/400 all pictures are overexposed with the f16/400 being the least overexposed.
Should I be flabbergasted by the light sensitivity of this lens and what can I do about the overexposing? I use fuji neopan 100 film at this moment. I developed film taken in the studio before which were great and I develop exactly the same way with the outdoor stuff too.

It sounds like your shutter is broken. I doubt it is working faster than 1/30th regardless of what speed is set it will be 1/30th or slower. The high speed shutter mechanism is separate from the slow one and the high speed sometimes breaks. In the studio with flash this doesn't matter as the flash only goes off for 1/1200 of a second but outdoors it won't work. Needs to get its shutter repaired.

With the leaf shutter in the lenses I expect it will just be the one lens affected but yes, that's a good question.

This happened to one of my lenses, my 127mm f/3.8. My 65mm, 90mm and 180mm have been fine so far at all speeds.
