Not sure I understand the problem.
I do not have working familiarity with C-41 chemicals, but they are all liquid, right? Should be easy enough aliquot into 1 L working solutions. Is it the math you need help with?
As per standard lab procedure, working solutions generally have shorter shelf life than full strength, so don't dilute the whole kit to working strength unless you have enough film ready to develop so you can use it all at the same time. And the remaining full strength chemicals will keep best in full containers, so pour those off into properly labeled smaller containers.
