This is the first time that I use the "red window" on my Voigtlaender Bessa II with Rollei PAN 25 film.

After the arrow rolled by, some time later, this appeared in the window.

It could be a '1' but I recall that other films would have a clearer number showing, using an unmistakable '1' character.

This however, could just be a vertical bar?

Did I correctly load to frame 1?

I'd just open it in the dark and feel for the taped end of the film. That doesn't look like a 1 to me. Might be their warning strip that the 1 is coming.
 
I have not shot Rollei PAN 25, but of the rolls I've used, that does not look like the 1st frame, the 1 is usually very clear. But who knows.

You can continue winding, and see if the proper "1" shows up, or a "2". If a "2" shows up, take the camera into a dark room and take out the film and roll it back.

This is a mark that indicates where the film should be taped to the paper. You still have a bit of a ways to go until you reach 1. Attached is a photo of the mark you are seeing (bottom) relative to the first frame.

Yeah but you won’t see the plus sign
