Hello! This is my first post!

I have a master technika 2000 that recently had a CLA rebuild and the tilt and swing movements are rather stiff. I’m wondering if this is how these cameras are or if mine has an issue?

I wouldn't describe the movements in my MT2000 as "stiff", controlled maybe.

Was the person who CLA'd it factory trained with the right tools?

If you're not happy with it, then i suggest getting back in touch with the repairer and ask them to adjust the movements to suit.
