Linhof 2x3 Pin loose?

is the marked pin loose? Which purpose does it have? It seems to jut out.

This is the normal state.

It seems to serve as arrest in the most retracted state of the standard.

Thank you. BTW, how can i increase the friction of the shift mecanism. The shift mecanism cant withstand the heavier lenses and returns to the 0 position.
