I found some old Adox CHS 25 ART in the back of the freezer. The polyester base is prone to light piping, but in my innocence I loaded it into the motorized Lab-Box, and off course, exposed the very end of the film to light as I clipped the strap onto it to draw it onto the reel. This was the first frame:

Some other frames were affected, but much less than the first. I had replaced the light seal in A12 backs about a years ago and have had no issues until this film, so I think it more likely to be light piping down the polyester base than a light leak. On the other hand, the base doesn't have dark streaks on it between frames, and wouldn't extraneous light show up as white on the final image? - this has dark streaks too. I'm sure it's not a processing problem as later frames were, to my eye, quite acceptable:

Does it look like light piping to those eyes that have seen the phenomenon before?

fogged areas would be bright white on a print. To me, this looks it might be uneven processing.
Can you post up a pic of the actual negatives?

I think it's a developer issue, but w/ expired film anything is possible.

I'm over-complicating the issue! I reproduced the effects today on a different film and different developer. The Lab-Box is letting light in through the rotating shutter that closes, supposedly, the chamber where the separated film is stored before being drawn onto the reel. Back to the Rondinax 60 and 35u. Here is the first frame of the film today:
