And if I bought a used lens that didn't come with a retaining ring, where can I pick one up at? I did a search on ebay for "Copal 1 ring" with no luck.

Used lenses (shutters, actually) are often missing the retaining ring. Always ask if it is included. Commons ones are commercially available. A Copal 1 ring will be about $40, new.
No--that's a retaining ring for enlarging lenses. B&H should carry retaining rings for Copal 0, 1, and 3 shutters. mpex.com stocks Ilex rings and has others, but you have to call them. Not all the rings from SK Grimes are $95, but custom or larger rings may be. They seem to make many of the more common ones in batches and keep them on hand, and they should not be as expensive.

for what its worth, mel pierce in hollywood calif, and equinoxphotographic also have retaining rings. i've never bought from mel pierce, but dagor77 used to recommend them for lenses he ebay'ed w/o rings ... i've bought from equinox, and can wholeheartedly recommend them (and sk grimes)
Many of the rings or flanges for shutters are "stock" at SK grimes - Alpax , Ilex, Copal, Compur etc in their various sizes - and run from $10.00 for a ring current models to $45.00 max for a flange for most except the very obscure or large. The majority are around $25.00 or $35.00
FInd the oldest camera shop you can that has not changed hands in a while. Ask them if they have a drawer of this stuff or a box. You might get lucky. Paying even ten dollars for what amounts to a nut at a local hardware store is plain silly in my view.
