Lens Identification Help Requested

I've got this mystery lens, marked "HAIOU-64 S40-210443ws1 1:5.6 58mm" on the front ring. Can't get the bakelite rear cap off at least not without a lens wrench. No focus, no aperture = copy lens?

I found some info on a Biotar/Helios clone called the HAIOU-64 58mm f/2.0 and see the same bird logo associated with that lens but that's a 35mm taking lens.

Anyone happen to know what this is?

Well the cap is for something from Shanghai Seagull Camera Ltd, but whether that has any relation to the lens is another thing.

HAIOU means seagull, manufacture from Shanghai, China. An enlarger lens for 35mm film.

To remove the rear cap, try tapping the whole cap against a hard surface. NB I don't mean giving it a hefty wallop! And/or trying to turn it the wrong way slightly. Or applying some heat to the cap, not enough to melt it, to break the seal that's keeping it locked in place. Just be aware that there's allegedly glass inside it.

Thank you all for your input, enlarger lens makes sense WRT max aperture and if that rear cap is as thick as it seems to be, it could easily be L39 mounting thread underneath.

I'll try some more to get the cap off, tried a few different techniques thus far with no joy but will see if Cycler's suggestions make any progress.
