Here, in Germany ,you can get Isopropylalcohol at 99.9% in the drugstore (Apotheke) if you ask for it.Otherwise, you get 70% as a default.Both only cost pennies for a 100ml bottle, which lasts me a few years.
I use petroleum ether with (low boiling point, called Wundbenzin here) on a wooden stick with cotton wool (Augenwatte like used in ophthalmology).

When it is really delicate (or stubborn), I use the same stuff as for cleaning digital sensors, particularly the Pentax imagesensor cleaner O-ICK1 is rather good.
And as a liquid: VISIBLE DUST SENSOR BRUSH CLEAN LIQUID and a microfiber cloth.
