I saw a 3f on EBAY, the seller claimed it is a rare flat dial. My 1952 RD 3f looks exactly like his photos. Is the seller correct? I have researched however cannot find information about this.

I suspect he means the dial under the shutter dial is flat where the cut-out is for aligning the flash speed which makes it a black dial IIIf while on the red dial IIIf the cut-out tab is bent upwards slightly and the sync numbers are filled with red paint (often hard to make out). I don't see the flat dial/black dial as being rare. The reason people go for the red dial is for the slightly improved shutter but there's nothing wrong with the black dial.
