They way I learned (which may or may not be wrong), "blow out" simply means too much density due to overexposure and/or excessive contrast, and "block up" means when tones or details are compressed in such a way that "information" is lost because the tonal relationships are significantly affected. Something that is blocked up is blown out, but something that is blown out is not necessarily blocked up.

Technical slang,can be confusing some times.

Tubes/trays...continuous agitation is very similar between the 2. I hand developed thousands of sheets using Xtol, undiluted, for 8 minutes, either format, using the flip method.
Excellent density, contrast and printability.

Xtol is a good developer for TXP also,on try development its either 30sec or 1min. agitation for me.
