Trying to find developing information on this paper. Other then ebay I can't find anything that says this paper exists. Does any body have a PDF copy of the data sheet they would be willing to email me?

It is designed to be processed in RA-4 colour chemistry and appears to be similar to Panalure paper - i.e. it is panchromatic and can be used with colour negatives.
Look like it was essentially aimed at minilabs.

Tim Gray's 125px.com: https://125px.com/
He uses it to offer pdf archives of many, many, many technical documents.
Things like the various historical versions of Kodak datasheets.
There are great indexes under the tech docs heading and sub-headings, but there are also lots of documents that have not been indexed. I used the search function on the site to find that link.
If you do that search, you will find a listing for the sepia version of the same Kodak product.
