It is in the negative I am afraid.
That is a consequence of what is known as wrapper offset, and it probably arises from problems that Kodak was having with new versions of backing paper and inks when they ran out of the backing paper that they had manufactured themselves and had to switch to a third party supplier.

Although most of the posts on this site have been in reference to black and white films, there are several references as well to colour negative films being affected.
The current films now have a new, much more shiny type of backing paper which appears to have solved the problem.
