I have this 1980 Olympic model Kiev rangefinder. The shutter speed dial is way off. All,the shutter speeds work, however the dial indicator is way off. Is this ring glued on, or does the whole wind knob have to come off and be reset? Yes I know to wind film before setting shutter speeds.

I don't have a Kiev 4m but there's probably only one correct way to seat the shutter speed knob. You can see the disassembly here:

If it's seated correctly and the speeds on the ring don't align with the actual speeds, my guess would be that the black indicator ring itself is off. You can probably gently lift it with a small screwdriver, find the B setting, re-align it and glue it back on.

The mechanism is similar to the Contax II underneath the knob. I think you can reinstall it incorrectly depending on how those 3 screws are positioned. Someone would have to re-/mis-alligned the sector disc underneath to make it fit.
Anyway, disassembly and reassembly is relatively easy to do as you can see in the video Henryvk posted.
