I don’t know whether Ken Burns makes photographs but he makes use of them a lot! A large percentage of his documentary movies is devoted to historical still images.
He has specialized crews for photo restoration etc assignments. It's sufficient that he knows what to expect from that, and where to aim the effort, which is obviously quite laborious. So he must obviously understand much of the photographic basics.

He probably took as many or more photographs than any photographer out there. Maybe people think the Ken Burns effect is something from photoshop.
A five second pan would require him to make 120 photographs. A photograph of a photograph is still a photograph. Ask Prince.
There are parallel PBS documentaries about himself, and how some of his features were made, including footage of him behind the camera,
as well as interviews concerning his personal philosophy about the use of restored images in story telling. If it weren't for Ken Burns and David Attenborough, and a few others, I think I'd just boot the TV out the back door once for all.
