Should kallitype toning be accomplished under safe lights or is normal room light OK? I find it very difficult, if not impossible, to see any tonal shift if I try to tone under safe lift conditions.

Since this has not been answered I'll make a stab. I tone under safelight but I believe by the time you get to toning most of the light-sensitive emulsion has been converted to ferrous oxalate or washed away. You should be fine to view the print under incandescent light.
