Jammed shutter

Theres probably not much can be solved by asking questions on a form about a malfunction SLR with 2000 parts,
But he we go

I have a seagull SLR, It was apparently working fine when it was last used about ''10 years ago'' But now the film advance lever won't get past the half way point unless I remove the bottom plate and manually push in that
''lever that stops you double advancing?'' However it doesn't feel right when I do advance it, It feels soft like it is all ready coked,
The shutter bouton won't press all the way down, and will not trip the shutter.
Theres practical no use on the camera, So its not a wear and tare problem.

Time for a CLA.

when a camera such as that -- cheap to start with -- sits unused for a decade or so the oils dry up and the grease hardens, at which points things that need to slip and slide fail to do so.

If the camera is one you want to use, spend $75 to $125 and have it serviced. If you'd rather just take pictures and are not conserned about the tool, go buy a Nikormat for half that.

Replace.

The Seagull SLR uses the Minolta SR lens-mount, so if you buy something in the Minolta SrT family for US$20-40, you can use your present lenses.
