I can't speak for Istanjbul but in most towns in Turkey there's small photo studios, often linked to photo shops or minilabs. However all I've seen went digital many years ago, I've used a couple for ID photos etc and yes they have garish backgrounds they can use, however it's DSLRs and studio flash. The switch to digital was much faster in countries like Turkey than here in the UK/Europe.
On one of the Greek islands (Samos or Chios) there's a photo shop/studio run by 3 generations of photographers, they still have their 10x8 or maybe 12x10 Gandolfi on display with 2 Cooke portrait lenses but they thought Ilford no longer made film - that was over 5 years ago. The studio was modern.
