Hard to be certain from the pic, but it looks like a combination of haze and scratches, but it's probably just haze.

Take it apart and clean it. You can probably get to it through the front, which would require no tools.

Send it back. The only caveat being that if the lens was a smoking good price, and you don't mind taking a few minutes to clean it yourself. It could be separation, but it doesn't look like it to me, even though the Mamiya TLR lenses for some reason are very prone to separation.

Looking at it closer, you can see the retaining ring has been removed (or an attempt to remove it) in the past. I'd send it back.

@jordanstarr - the haze I usually see almost looks like the glass was sprayed with an ultra-fine mist of moisture, so I usually see some amount of 'spotting'. But, it could be anything without seeing it in person.

haze is a foggy, milky appearance of the glass with little or no structure in it
fungus on close examination will show some kind of organic, grown structure like cobwebs etc
It is hard to tell from the picture, but it looks more like heavy scratching or heavy fungus to me than haze. Whatever it is, send it back to the seller, it is very unlikely that it can be removed.

I had a lens that had a bit of haze in the rear element. It later settled on the glass and looked spotty. It could be degradation of the glass due to the environment or a coating problem. It's hard to say looking at a picture.

Do not bother to clean it or fix it. Just send it back and get your money. You can do better.
