Is this a Olympus OM mount to Olympus M42 FTL adapter?

Recently I bought a box of stuff for my camera collection and I got this mysterious old and dirty adapter. I don't have any analog Olympus system, but it looks like Olympus OM mount on one side and M42 on the other. However there are aperture levers on both sides connected by a inner thin metal ring.

On the threaded side, which measures 42mm, there is a u-shaped hook linked to the inner ring. I can't mount my M42 lenses here because of this hook

Could this be an adapter to mount ETL lenses on OM systems? Or some other M42 variation? I see no markings anywhere except "Made in Japan".

Yes, I think it's a rare Olympus FTL to Olympus OM adapter.
