Is that fungus on the lens?

Hello guys, I have recently bought a lens that came with this wired spots at the inner part of it, at the borders. Could you give me your opinion about if it might be fungus?

Is that actually on the lens of is it the inner lens body ? Peter

Schneideritis. The black paint on the edges of the lens elements has bubbled. Has no effect on images, can reduce resale value.

It seems that it is on the inner body as the rest of the entire lens is in perfect conditions.

Yes, I remember working with a set of Schneider with a bunch of this things, but I never knew the reason.
