Agfa decided long ago not to deal with "consumer products". Basically that does not exclude toll-manufacturing.
But do not overlook that Agfa and AgfaPhoto are not on good terms with each other. They had a legal case on the licencing of the brand "AgfaPhoto".
Furthermore re-branding is obviously more economic for a tiny rebranding-company than having things toll-manufactured.
To some extent Maco follows the principle you proposed, is well established on the market and thus AgfaPhoto would have to interfere with that business.
Lupus is related to AgfaPhoto, Lupus is the film distributor and AgfaPhoto does the licensing. In case no more rebrandable films should be available (Lupus not only distributes films from Fuji) there are still several other AgfaPhoto branded produtcs in their offer plus Toshiba products.
