U guess that knob controls the maximum opening angle of the four struts.
We now should consider the OP's question...
The upper dial sets the aperture (you can do the math), the lower the shutter.The dial on the front plate seems to be a parallax adjustment for the viewfinder upon closer examination.

The sample in post #1 got a close-up lens atttached, that made the lens seem to protrude more than necessary.
I think you'll find that there is a linkage between the knob on the top and the struts. It may be frozen in position, but should be repairable. Try turning it, and if necessary, attack the linkage with solvents.Don't know whether top knob actually adjust the focussing...

It's an odd set of f stops. I wonder if they are actually T-stops? Not sure of the sequence.
