Bit confused on the dilution process. The PDF ilford provided says to make 1 Liter of working solution, to mix 875 water and 125 syrup. Do i use that to develop or do i dilute further when developing??

The pdf says:
To use ILFOTEC HC developer the concentrate is first diluted to make a stock solution. The
developer stock solution must be further diluted for use.
The degree of dilution will depend on the film to be processed and the method of processing. Do not use ILFOTEC HC developer as replenisher.
The following dilutions can be used and are recommend for applications where general purpose camera films are processed:

1+11 for processing general purpose camera films in roller transport and short leader card processors
1+15 for the rapid development of general purpose camera films in small tanks, deep tanks and dishes (trays).
1+31 for processing most general purpose camera films in continuous processors, dip and dunk (hanger) processors, rotary tube processors, small tanks,deep tanks and dishes (trays).
1+47 for one shot small tank processing of general purpose cameras films.

1+31 dilution of concentrate equates to Kodak's Dilution B for HC-110 developer. You can always use a different dilution in the future if you're unhappy with the results, but 1+31 is recommended as a starter. Many here have a preference for 1+49.

They do not say that unfortunately. What they say is to make one liter of working solution at 1+31 you mix 875 water and 125 stock. Stock is made by diluting the concentrate/syrup 1+3 with water.

But most would skip the "stock" step and work directly with the syrup and dilute as per above post. Ilfotec HC has been my most used developer, I have alsway used it at 1+31.

Well thats a shame.... i made the 875 h20 and 125 syrup... what should i do?

If the mixture is not too old, dilute further, otherwise make a new one just prior to use.

So, you now have one liter of 1+7 mixed up and need to dilute it further to make 1+31 working solution. Rather than diluting the entire one liter of 1+7 (which would give you a very large amount of 1+31), I’d suggest decanting the 1+7 into smaller bottles and keep them full and tightly capped until needed. Then when you’re ready to develop film just dilute it further to make 1+31 working solution. Look again at the PDF p. 13 Storage, it says the shelf life for stock solution (1+3) is reduced to 6 mos if these bottles are full and even less if half full. The 1+7 strength will be even less. Also note the info on Capacity (p. 13), which states:

One liter of concentrate (diluted 1+31) makes 32 liters of working solution that will develop 160 rolls of 135/36, w/o replenishing [or 160 rolls of 120 film, since each film size has the same approx emulsion area].

However, your 1+7 batch only contains 1/8 liter, so all those quantities reduce to 1/8 of their stated values. Thus, 1/8 liter of concentrate (diluted 1+31) makes 4 liters of working solution that will develop 20 rolls of 135/36 or 20 rolls of 120 film. So if you hope to avoid wasting any concentrate, you have a lot of shooting to do rather hastily.
