Identical to the Ansco 80 recipe - The potassium hydroxide can be replaced with sodium hydroxide (36g) according to the tables I have.

This developer can also be diluted with four to ten parts water and used as a lith dev - Tray life is short, in the order of two or three hours.

The same formula as Kodak D153 too.
Paul, could you kindly check if it's Ansco 80? My source (jacobson's developing 18th ed reprinted) indicate that it's about Ansco 70. Thanks
Chris, you may want to add to the receipe the recommened dev time: 3–5 minutes at 20°C.

Don't know where the 8 came from - The formula is indeed Ansco 70 as confirmed by Ian.
