I have an Ilex Paragon Anastigmat 5.5 inch (140mm) f4.5 lens in a No 3 Acme Synchro shutter and am trying to determine if it will actually cover 5x7.

I see at least one claim online it will, while others say that while the image circle will cover 5x7, the definition will be unacceptable on the edges, even stopped-down.

Any practical advice before I have to craft a lens board and shoot tests?

It's a Tessar type lens the illuminated image circle may cover 7x5 but it will not be sharp, even the 154mm Paragon won't give a sharp image at the edges/corners with 7x5.

As Ian stated it’s a tessar type lens.
If 6.5 inch image circle encourages you (typical for that FL tessars with proper definition closed down).
My tessar choice for 5x7 is CZJ uncoated 180mm f/6.3 (mushy corners wide open).

My lens collection is not a rational lens selection based on any criteria, but of circumstance and fortune over the last 30 years.

I simply purchased lenses as I found them, with no application in mind, hoping to sort out what could be useful to me when I had the time.

Now that I have retired, I finally have the time to sort through this mish-mash of unplanned aquistions to see if they have been worth the gamble.

I am sure I will have duplicates and duds; it is inevitable.
