I am wondering if I am going to re wash some color negatives (c41) that's developed before 2000. Do i have to stabilize it again or can I just use water and photoflo? Buddy had a lot of negatives with smoke and water damage from a house fire.

Stabilizer. Buy some formaldehyde on eBay and mix it with photoflo per PE's instructions.

You can also buy Kodak Flexicolor III Stabilizer on eBay for about $15 postpaid.
