Canon FL?

Not quite: the FL bayonet has an aperture actuator, which is lacking.

Thus the Canon R-Mount.

The lens is a non-automatic-aperture lens.
I assume the ring with silver knob at the barrel is the aperture actuator.

A preset lens works by selecting the aperture with the silver ring.

It's focused with the black ring open and when ready to make a masterpiece the black ring is turned to set
the lens to the preselected aperture.

There's no purpose in turning both rings at the same time.

The silver knob ring contains the DOF marks. And they always have to be in the same position to the rest of the barrel.
If that ring was to set the aperture (and not for max. twist as for closing it) it would be in various positions.

Looks like a Soligor preset T mount lens with a Canon T mount adapter on it. I think it will fit Canon FD, FL and R bodies.

.
I have to correct myself.

The Canon R-mount is a mount with automatic diaphragm actuators.

(However the mechanics are basically different from the later FL- and FD-mounts)
