Photo of a man on the edge of frame with rain clouds or street at the background?

There is also a YouTube video in which interviewer specifically ask why all your subjects are at the edge of the frame.

Anyone know that famous photographer?

This thread is not a riddle, rather try to get the name of the great master.

There are many painting, music, news stories that I remember but not the name of the artist, the composer, or journalist.

I expect that this thread was started in error by @baachitraka , and I'd be happy to delete it if the OP asks, but I would observe that the same sometimes applies for me to people I encounter.
There is this one neighbour whose wife's name escapes me every single time!
I admit I've always been terrible with names - numbers I tend to remember reliably.

It's black white photo...it is driving me nuts.

I presume he is European but I could neither get his name nor the photo in the internet
