Welcome aboard @Sergeys777 !
Is the end result intended to be some kind of animated/moving image? Or a still? I have a hard time envisioning what you mean. Can you specify the kind of 'zoom effect' you're after, perhaps with an example? How does the scrolling action affect this zoom effect? Is the viewer/user supposed to do the scrolling, or should it be some kind of predefined animation?

Hi koraks.
So i have a still image, i want to animate it with zoom effect like 1/3 or 1/4 of an image zoomed into the beginning of a text and this zoom frame moving down to a text at the bottom. Predefined animation. Thats it.

Okay, my first thought would be to use PowerPoint for that. If you don't have access to it, the open source alternative LibreOffice Impress might also be able to do this.

Make the animation, then export/save it as a video. PowerPoint has this option. To make the animation, you could use text boxes etc. or simply paste the text as a picture and then resize it. For the zoom effect, you could paste the text as a picture and then paste another version of the text on top of that, but this time enlarged by e.g. 200%. Then overlay a shape on top of that which acts as a mask; you can use transparency to accomplish this. Then move the masking shape using the animation pane. When you're happy, export as video.

This would be my approach; you'd have to puzzle a bit to get it to work. There are other ways of accomplishing the same I'm sure.
