Fixer is a pretty bad developer as well, I tried that with my very first roll of 35mm ^^

paper developer will develop your film though, but good luck predicting the right time or being happy with the results.

You also can't shortcut the E6 process by combining the Colour dev, the Blx and clearing solutions in the Jobo tube. I had my 4 year old son helping me that day.
