According to several sources I've come across: heat.
Anchell/Troop (like most others) specify »hot water«, meaning 54°C. Others* suggest heating it up to > 95°C.
Here's two different versions of it. Be prepared for not being able to dissolve that sludge completely.

If you have trouble mixing it, you might try a less concentrated version given in Eder, »Rezepte, Tabellen« (1950s):
50 g Sodium Sulfite (cryst.), dissolve in
80 ml water (hot), add
20 g Glycin, slowly add
100 g Pottasium Carbonate
...which »should make about 150 ml of thin mush. If you end up with less than 150, too much water has evaporated; just add it again. Decent shelf life. Shake well before using. 1+15 dilution for normally-exposed plates. You may also put 5 ml into air tight bottles, add water to make 80 ml of ready-to-use developer. Yields very soft negatives when diluted further. Dev time ~6 to 12 mins. Multiple plates can be developed using one shot.«
