How to process a fogged E-4 film

I have an old E-4 Ektachrome film I am trying to process, but a small clip from the end by the spool, run through the 1st developer turned it black, I think it is fogged. Does anyone have any suggestions on how to modify the 1st developer to get anything out of the film?

If the film is already exposed and the subjects are of importance to you then develop the film as B&W negatives. There are instructions on the web as how to do this. Otherwise just chuck it as it is just not worth the trouble. This is particularly true if the film is in as bad a condition as you describe.
