How does this "Light meter stripe" work?

I'm puzzled. There are indeed various visual extinction meters.

But your stripe contains a scale with "wattages" of lamps and a distance scale.

(No, it is not about film speed, but likely means 15-200W plus Nitraphot lamp (overrated photolamp).)

Hmm, I had guessed the film speeds would fit down there. I now see the Submin website entry on it.

I was wondering if it would be possible to recreate this in Adobe Illustrator, just for fun.
 
Am still puzzled:
First we are shown a strip, stated to be the complete meter.
Then we are shown an apparatus somehow incorporating this strip.
 
But then the ebay offer is erroneous: "LightMeter - 100% working condition"
