i have some negatives and it seems I did not fix them very well.
they have turned brown and now have developed particles growing on them.
Is it possible to remove these particles and return the negative to a printable condition?

It depends on whether these brown stains are tiny silver particles, or Silver Sulfide. The latter is more or less impossible to get rid f, whereas you may be able to get rid of tiny silver particles with a mild bleach. It will definitely require some experimentation, and the resulting negatives may still not turn out useful.

A quick question: can you print these negs as they are right now? If so, then I'd say refix&rewash them properly and otherwise leave them as they are.

Refixing immediately HCA wash etc.
Then scan and then think about magic spells to address.
Worry about adequate fixing not developer choice or time etc.
Always inspect negatives when they are touch dry eg bromide drag is normally under fixing but no one admits to that.
