Should any competent camera repair shop be able to replace light seals in a Horseman 6x9 film back, or has anyone sent one in, if so, where did you send it, or, do I have to send it to a special place for the job?

Yes, any decent repair place should be able to do it for about $50. For a small fraction of that, you can buy a kit of light-seal materials (in different thicknesses) on eBay. It can be a bit fussy to work with, but if you're patient you should be able to do a roll-film back in an hour.
