I just checked my email, and apparently I had requested an email when it came back in stock, because there was an email from B&H as of 8AM this morning saying that Kodak HIE was in stock. I clicked the link at 2:30 PM, and of course it was out of stock by that time. I hope the people who needed it were able to get some. I have no idea how many rolls they had or how quickly it went, but interestingly, it was under $16 per roll. Could have been a system glitch; who knows. Or maybe someone found the last of it hidden away somewhere.

Is HIE out of production? I have never shot IR but have thought about starting. I would be cautious about ordering film, photographic paper and chemicals (particularly developer) at this time of year as parcel delivery trucks are normally not climate controlled and get very hot inside. I'm not sure how spending 2 to 5 days in high temperatures will affect them, but I would rather wait until it is cooler to order stuff like this. Hopefully HIE will pop up again and you will have a chance to order it. Good luck!

HIE is out of production, has been for a while, and is extremely unlikely to be produced again. There are extensive discussions in here about that situation.
As for shipping, whether you buy your film and chem in a retail store, or from mail order resources it rides from whatever warehouse to the store or your doorstep in sequence of trucks, generally it survives the ordeal just fine. Overnight delivery is always an option, which wouldn't eliminate whatever danger, but would minimize it. Buying from sources that are regionally local is an option too.

As a practical suggestion, Efke IR820 is available. I don't know how it compares to HIE in any detail, but I gather it can be used for at least some of the same effects. I just shot my first roll of Efke IR820 yesterday, but I ended up underexposing it, and I didn't have a deep enough filter to do it justice, so I'll be ordering more (and an IR filter) and trying again in another couple of weeks.

All film, forever, has been shipped on common trucks and whatever other forms of transportation were available. Film is guaranteed against defects until you get it. If you get film that is "fogged" or whatever, you can and should request replacement from your vendor. AFAIK, there has never been an "issue" with shipping unexposed, new film to stores or end-users. After all, consider all those rolls of fresh film your local camera store used to have behind the counter. Those all came in on regular trucks, UPS, etc.

Im not sure about America but I know in this country whenever HIE was shipped by Kodak it always arrived in a thick thermal insulated case which was packed with special ice packs the film was sent from kodak below zero C and arrived to the lab below zero C.

There are a few other film and paper types Kodak did the same with EIR and Process Control strips were others.
