Help with Some Negative Development Problems

Any ideas on the blue residue seen on the reel wings/plates?
 
My guess is that the blue residue is fungus, hence my comments about cleaning before the fungus has time to grow.

hmm...any ideas as to what might be the source?

I should probably note that the 2509n is pratically brand new and that I've always been quite fastidious cleaning out the tank in the past. I'm worried that if it is indeed fungus that it's in the film : (
 
I have not had fungus problems, so I never learned much about them except that sunlight on lens fungus can kill lens fungus.
 
Some of those black marks look like static. I've had that on some 8x10 sheets of Efke IR. I learnt that I had to pull the slide out very slowly.
