They look like lens mounting plates, but I cannot say for which enlarger.

It is a filter holder for 3 inch kodak gelatin filters .It is atttached to a kodak bullet or 5 inch circular safelight It may have been used for controlled flash , early color separation or contact work It is independent of any enlarger.
