I too have never seen it. The fact that the little kid on the ground has a camera makes me think it's set up, which would not be HCB. The subject matter suggests it's probably French, though. I will show that around, see what can be discerned. Doisneau comes to mind. Although his style is not so straight forward.

Does the meta data accompanying the file reveal anything? I had to uninstall Photoshop from the computer I'm currently on, but anyone with Adobe Bridge or Photoshop should be able to just open it to see if anything is buried there.

Did not find anything in gimp...
