I've got a bottle of this. Can I just dilute it as I would normal HC-110 dilution b and use the same times?

The short answer would be no. It is more potent than the developer and will give you extremely overdeveloped film. That said, I used to use it back in the late '70s as a developer to push TRI-X to EI 4000 to shoot rock concerts. It actually worked rather well if I exposed correctly. The grain was not bad considering the fact that I was pushing the hell out of the film. Of course proper exposure is important if I did not want to blow out the highlights. Unfortunately, a spot meter was out of the reach of your average high school student back then, and I had to rely on the camera's built in meter. This led to a lot of negs that were either underexposed or overexposed with blown highlights. When I did get correct exposure, the neg quality was surprisingly good. Unfortunately, I can't remember how I did it back then. If I can get in contact with the guy who taught me the method, I'll run tests and post my results here.
