Have JOBO's patents in the meantime expired or are we actually dealing with product pirates ?

Jobo has to sue them in Chinese courts, and they are notorious for never siding with foreigners.

No, Jobo can sue the resellers of the product in all regions where Jobo's patents are actively maintained. The question is whether Jobo will want to do this, given the cost of doing so.
 
At the risk of wandering into the weeds here, people who try to protect a patent are as likely to seek injunctive relief as they are an award in damages. Enforcing an injunction gives all sorts of usefully invasive options, which demand a whole world of very specialized expertise.
To paraphrase a few of my law school profs, from a few decades ago: "most of all, it is about the remedies!".
The courts of Law are/were powerful, but the courts of Equity - phew!
