Hasselblad PME 3 meter question

Suppose the Hasselblad 80 mm lens, metered at 2.8. If the correct setting would be 1/2000 at f 2.8, I cannot set the red ev number correctly - the lens "stops" two ev numbers away, thus at 1/500.
How does one conceptualize this and work with the meter in the field?

If the meter shows EV values use the EV setting.
1/2000s @ f/2.8 This will not work.
1/1000s @ f/4 This will not work.
1/500 s @ f/5.6 This will work.
1/250 s @ f/8 This will work.
1/125 s @ f/11 This will work.
1/60 s @ f/ 16 This will work.
