Hasselblad Flash Bracket trouble

I have the Hasselblad flash bracket for the ELX, with the electronic release cable. Just got this from KEH.

The shutter release plunger seems to be stuck. In the attached photo, there is a small plunger inside a larger metal sleeve, is this how it is supposed to look, or should the outer piece be flush against the body of the grip? When if first came that was how it was oriented, but as I tried to loosen it up the out sleeve with the thin ring moved outward. In any case it does not work.

Also, this has a 3/8" thread on the mount while my camera has a 1/4". Any ideas?

Which version do you have? On with a cable release that screws in, or a finger that depressed the shutter button.

I have the finger type. Sleeve should not come out, but you should be able to push it back in. There is a lock on the bottom that prevents accidental trigger (prevents that button from being pressed in). On mine, you can remove the 3/8 thread (set screw on the side if you pull out the knob) flip it over to a 1/4 thread - but some did not have this. Most Hasselblads came with a 3/8 threaded tripod mount with an insert to 1/4, that is removable.

Mine has the plug in electronic release for the ELX model and the button shown above goes under your left forefinger to fire. Hit it with some WD-40, seems to be working now but that whole unit in sliding in and out so I don't know if that's normal.
