Or is a non-hardening fixer preferable for papers?
 
A non-hardening fixer preferable for papers. It's harder to tone hardened papers and they need longer wash times so it's no longer recommended.

I have used Kodak Rapid Fixer without the hardener (part B) with Agfa Portriga Rapid and Ilford Gallery papers -- dried face down on drying screens, the screens sometimes left permanent indentations on the paper surface. As a compromise, I used 1/4 of the recommended amount of the hardener. Once dry, the surface of the paper will eventually harden on its own without hardener, but one must handle them with greater care while wet.
