I develop FP4+ with Halcyon developer (Jay DeFehr) for 10min.
Do you know if stand developing is possible with this PPD developer?

I don't think so. For stand development you'd typically use a high-activity developer at low concentration. Halcyon is the opposite.

Anyway, before going the stand route, make sure you're absolutely certain you want to do this (and why). You wouldn't be the first to initially ask 'can I do stand with developer X and film Y', only to come back one or two weeks later with a question along the lines of 'how come my negatives have stripes/unevenness in them??'
 
Jay DeFehr reported (2011) in another forum that he used a previous version of Halcyon for semi-stand development - so my guess that it could be possible isn't nonsense.
I know for which reasons you want to use a diluted developer.
 
Semi-stand is already a different story than stand. I'd say, give it a try. What's the worst that could happen? Just snip a strip off a roll of film if you don't want to risk an entire roll on a quick test.
 
I am gradually using my 1L glass bottle of Halcyon topped up with Tetenal Protectan spray. It is now 11 months old and has done 5 films, each gets 5% longer than the previous starting with 9m 21C for the first. The pH by paper is about 8.
IMO it may need diluting for stand development as the concentrate produces ever denser negatives at longer developing times with agitation once per minute.

That's quite encouraging as far as shelf-life is concerned.
