Sorry, what I meant by going to completion is that unlike the developer, you cannot really over-bleach or fix C41 film (up to a point). The RA chemicals are designed to do this job really quickly, but you can extend the times without harming the film.
Glacial acetic acid is concentrated, you will have to dilute, or you can just use normal white vinegar diluted 1:3.
However if you are developing Vision 4 50D, you may wish to try swapping the C41 developer for RA4 (colour paper developer) if you can obtain that. This is closer to the spec for ECN2 in that it uses the correct CD3 developing agent.
3 minutes at 38C should work as a starting point, then follow with the stop bath, rinse, bleach, rinse, fix and wash, stabiliser
